Help With Poor Credit Loan for Home ( HOA )?

Someone offed me a loan if I can pay insurance of 850 dollars insurance up front. They then said I will have full access to the funds or I can pay $500 and get full access to the funds and pay the balance once I received the loan.
Is this true or is it a scam? I was told that anytime you apply for a loan you shouldn’t have to pay anything up front for it.

You NEVER pay up front. These are scams.
SCAM never pay anything up front.did you apply for this loan or was it just offered? Do you know the bank that offered it?Is it local,on line ect?
